Fish Program – Fish Management

These positions may be based in the following locations:

These permanent journey-level professional biologists work in the Fish Program on the Subtidal Shellfish Dive Team.

Aid in the recovery of Washington State endangered Pinto abalone through active restoration, research, and outreach. Specifically, these positions will conduct wild SCUBA abalone surveys, juvenile stocking and monitoring, outplant site scouting, adult broodstock assessment and collection, operate and maintain vessels, and fulfill needs at our partner hatchery facility.

You are excited to participate in research projects to close Pinto abalone knowledge gaps and further our knowledge regarding restoration strategies.

With your experience, you will build and maintain long-term spatial datasets in an effective and orderly manner.

In this dynamic role, you will assist partners with abalone husbandry and aquarium maintenance as needed in Manchester, Seattle, and/or Port Townsend.

Duties

Here is some of what you will be doing:

 

Conducts biological studies of Pinto abalone restoration efforts, wild population dynamics, and habitat monitoring related to species recovery: 

  • Work with lead project biologist to conduct scientific SCUBA diving operations off research vessels in the San Juan Islands and Strait of Juan de Fuca for Pinto abalone research and restoration.
  • Safely operate research vessels with divers in dynamic and harsh conditions.

 

Participates in management and analysis of Pinto abalone datasets, contributes to writing reports and research papers, and engages in education and outreach opportunities: 

  • Analyzes data from dive surveys to determine when and if conservation objectives and down-listing criteria are met per WDFW’s Pinto Abalone Recovery Plan.
  • Works with lead project biologist and lead research scientist to assemble Pinto Abalone Status Reviews.
  • Contributes to authoring research papers to be published in appropriate scientific journals.
  • Presents information on Pinto abalone to the public.

 

Aids in tasks and projects with Pinto abalone program partners and collaborators:

  • Coordinate with project partners as necessary to further enhance collaborative restoration efforts.
  • Assist Puget Sound Restoration Fund as needed in hatchery work including abalone spawning, larval rearing, tank maintenance, and juvenile husbandry.
  • Foster current and new relationships with tribal, university, NGO, local, state, and federal project partners.

 

Participates in fieldwork of co-managed subtidal shellfish species, including surveys of geoduck, cucumber, and urchin; as well as monitoring species of concern such as sea stars:

  • Participation in fieldwork using SCUBA to estimate biomass of geoduck, sea cucumber, red and green sea urchin, and related species for fisheries co-management purposes.
  • Participation in fieldwork using SCUBA for studies of subtidal shellfish species of concern, including sea stars and purple urchin, for conservation purposes.

 

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work aboard and operate department vessels in all waters of Puget Sound, San Juan Islands, and the Strait of Juan de Fuca in sometimes challenging weather conditions.
    • Underwater fieldwork is subject to diverse conditions including cold temperature, low visibility, and high current.  Independently lift and move weighted SCUBA gear in a safe and effective manner.
    • Work is also done in a standard office environment, including repetitively entering data and long periods of looking into a computer monitor.
    • Must be able to negotiate water in emergency situations.
  • Schedule:
    • Fieldwork hours are variable, but usually Monday – Thursday.
    • Office work is usually within a 40-hour workweek, Monday – Friday.
    • Rare weekend work may be necessary when tidal/fishery conditions require it.
  • Travel Requirements:
    • Overnight travel is required in remote locations during field work. Field work is typically Monday through Thursday, including 3 overnight stays each week.
    • The team averages 12 weeks of overnight travel for field work per year, plus occasional overnight travel for conferences or meetings.
  • Tools and Equipment:
    • Various WDFW vessels.
    • Standard hand tools.
    • SCUBA equipment and standard survey tools.
  • Customer Interactions:
    • The employee will likely give presentations to both scientific and general public audiences.
    • Employee may interact with tribal co-managers, partners, and the public regarding Pinto abalone recovery, dive safety, and commercial shellfish fisheries.
    • Must communicate effectively and courteously with recreational and commercial boaters on an occasional basis.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s Degree in fisheries, wildlife management, natural resource science, or environmental science.

And

  • One (1) year of professional or volunteer experience in fish/wildlife/habitat management or research.

Please note:

  • Professional experience may be substituted for the required education on a year-by-year basis.
  • A Master’s degree or Ph.D. in the applicable science will substitute for the required experience.

License/Certification:

  • Valid Driver’s License.
  • Open-water SCUBA certification from a recognized and qualified dive organization (e.g., NAUI, PADI, SSI, etc.).

Special Requirements/Conditions of Employment:

  • Annual WDFW Diver Registration, dive physical, and approval to dive by an accredited dive physician, and demonstration of open water dive proficiency and fitness are required prior to assuming dive duties and for continued employment in the position.
  • Completion of First Aid, CPR, Emergency Oxygen First Aid, and Neurological Assessment courses are required prior to assuming dive duties.
  • At least 12 logged dives (in addition to basic SCUBA certification listed above).
  • Successful completion of agency training and/or certification for assigned watercraft is dependent on supervisory direction, position need, and training availability.

PREFERRED QUALIFICATIONS:
Experience with or in:

  • 15+ dives in cold water conditions.
  • Working with abalone or other shellfish in wild or hatchery setting.
  • Operating and maintaining vessels and outboard engines.

  • Nitrox certification.

Position Summary:

CIMI instructors are responsible for providing quality instruction and leadership in the educational outdoor science programs at CIMI. This entails providing the proper curriculum, ensuring all programs are conducted in accordance with set policies, and developing educational and instructional programs to ensure the high standards of the program. Marine Science Instructors lead groups of up to 16 students through 3- or 5-day overnight field trips. These trips involve teaching students about marine science and island ecology in experiential science labs, as well as taking students snorkeling, kayaking, and hiking. Catalina Island Marine Institute (CIMI) operates a fall and a spring season serving students in grades 4-12, with opportunities for instructors to stay on and work for the summer camp programs as well. CIMI operates two facilities (Fox Landing and Toyon Bay) on the leeward side of Catalina Island in Southern California, with ideal conditions for ocean recreation and island adventure. Minimum Qualifications

REPORTS TO: Natural Resource Policy Analyst

SUMMARY: The Ocean Mapping Specialist (OMS) will work with staff from across the organization to enhance the Tribe’s capacity to engage with regional ocean planning and management. The Tribe’s inter-departmental Ocean Policy Work Group and key natural and cultural resource staff need additional mapping and data to support our engagement in a host of ocean planning processes (e.g., siting of research buoys, proposed shipping lane changes, development of offshore wind, etc.). The additional capacity provided by the OMS will support the protection and management of Makah treaty resources and ocean spaces. The OMS is responsible for documenting staff data and mapping needs and priorities, working through the West Coast Ocean Alliance (WCOA) Data Portal to identify useful data and gaps, and developing internal mapping capacity to support the Tribe’s engagement on ocean planning topics. The OMS will also travel to and participate in regional ocean planning meetings to support data development.

This position is funded under a 2-year NOAA Regional Ocean Partnership grant, which we anticipate may be extended. Funding is available for GIS or other mapping software training.

ESSENTIAL DUTIES AND RESPONSIBILITIES. Because of the Tribe’s

commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

Under the direction of the Natural Resource Policy Analyst, work with natural and cultural resource staff to identify data and mapping needs and priorities, and develop a short workplan for filling them.

Research and assess the West Coast Ocean Alliance Data Portal for data that Makah staff have requested/prioritized and for any specific gaps.

Develop internal mapping and data products to meet the needs the staff have identified (e.g. data layers, story maps, etc.). Note that this occurs in year 2 of the grant and training opportunities are available for year 1, as is ongoing technical support from the granting agency.

Attend and participate in WCOA meetings related to the project with the Natural Resource Policy Analyst and other relevant staff. Attend Ocean Policy Work Group meetings.

Conduct basic data collection in the field with assistance and direction from the Natural Resource Policy Analyst and other natural resource staff as relevant to filling data needs.

Work with a Makah Summer Youth intern in Year 2 to develop a story map project.

Assist with outreach and development of presentations to the Ocean Policy Work Group, community, and/or the school as needed.

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE

Bachelor’s degree (B. A.) from four-year college or university in natural sciences, environmental sciences, environmental studies, natural resource management, marine biology, forestry, geography, policy studies, or planning; or one to two years related experience and/or training; or equivalent combination of education and experience.

REQUIRED

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

The Halbert and Nancy Robinson Center for Young Scholars offers Transition School (TS), an early entrance program for a small cohort of academically advanced and accelerated young students each academic year. TS is a two-step program, consisting of one intensive year of college preparatory courses, followed by matriculation and full-time enrollment at the UW in the subsequent years. TS offers highly capable students a fast-paced, challenging curriculum in varying subject matters.

The Robinson Center for Young Scholars is currently seeking a temporary, hourly undergraduate teaching assistant to support the Biology Instructor with the laboratory component of the TS Biology course. The lab components are offered during the Fall, Winter, and Spring quarters.

The teaching assistant will: assist the TS instructor with all aspects of laboratory instruction and student learning; be responsible for attending all laboratory class sessions; be assigned work from, and be supervised by, the TS Instructor; complete accurate time sheets in a timely manner; report to the TS Head of School.

This position requires availability up to 12 hours per week, including setup and cleanup of TS Biology labs as directed by the TS Biology Instructor, grading lab-related assignments, and attendance and support of student learning during all TS Biology lab sessions. Occasionally, the teaching assistant may be required to lead practice and revision sessions.

The anticipated start date for this position is September 18, 2023 to ensure preparation of the laboratory space and organization of course materials.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

  • Coordinate sampling with Makah Fisheries Management, Washington Department of Fish and Wildlife (WDFW) and International Pacific Halibut Commission (IPHC) to achieve target sampling levels during fishery openings.
  • Keep accurate sampling records using both paper datasheets and spreadsheets.
  • Sampling of salmon: includes measuring fork length, checking for CWTs, and determining sex, weight, length, mark status or other biological variables.
  • Coordinate sampling efforts for multiple salmon fisheries, some occurring simultaneously, to meet sampling goals.
  • During the commercial troll opening period, sampler will interview commercial trollers when they offload their catch during landings and record data, record estimates of the proportion of the commercial catch taken in each location (sub area) where the trollers are fishing and note fish tickets and coded wire tag data for all boats sampled.
  • Assist with the coordination and sampling efforts to the Halibut fishery. Maintain accurate creel surveys to estimate sport catch in on-reservation rivers.
  • Read and record coded-wire tags collected during in-season fisheries sampling. This includes carefully recording data, dissection of tags, and accurate organization and reporting of tag codes.
  • Develop fisheries archive filing system and maintain central files for Makah Fisheries Management sampling data.
  • Post Annual an In-Season Fisheries Regulations. Assist in WDFW reconciliation reports.

Job Description

Lynker, a contractor to the National Oceanic and Atmospheric Administration (NOAA), seeks a Pacific Islands Regional Marine Debris Communication and Outreach Coordinator for the Office of Response and Restoration (ORR). This individual will be located in Honolulu, HI and work with NOAA’s Marine Debris Program (MDP).

ORR (https://response.restoration.noaa.gov/) is a program office in the National Ocean Service that responds to threats in order to protect and restore coastal resources. To do this ORR provides interdisciplinary scientific response to releases of oil, chemicals, contaminants, and marine debris, and protects and restores NOAA trust resources. MDP (https://marinedebris.noaa.gov/), a Division within OR&R, focuses on the prevention, removal, and research of marine debris.

Core Responsibilities:

  • Develop, plan, coordinate and conduct outreach, education and public relations activities with the public, school groups and industry partners focused on the prevention and mitigation of marine debris.
  • Support the planning and implementation of the interagency Hawai’i Marine Debris Action Plan (and other regional marine debris related plans) by assisting in regular communication with partners and setting up meetings and workshops as needed.
  • Provide support to the Pacific Islands Regional Coordinator on marine debris related projects, activities, and actions in the Pacific Islands.
  • Support the MDP communications team with national outreach and communication activities, including preparation of presentation and outreach documents, developing blog and website content, formatting reports, copy/editing documents, and supporting education and media efforts.
  • Support the West Coast Regional Coordinators with outreach, education, and communication activities, including preparation and review of presentations, outreach and education materials, and reports.
  • Provide support and assistance for severe marine debris events in the Pacific Islands Region.
  • Seek opportunities to collaborate with other NOAA offices in the region on marine debris activities.
  • Provide other assistance to MDP as needed.

Qualifications:

  • Bachelor’s in education, biology, or environmental science related field, and at least four years of experience in the field. A Masters degree is desired, but not required. Strong communication skills both verbal and writing. Copy editing experience is desired.
  • Experience translating scientific information into plain language and developing engaging content for different audiences.
  • Strong computer and analytical skills.
  • Experience working on interdisciplinary teams as well as independently.
  • Experience working in the Pacific Islands or with partners in the region is preferred.
  • Experience with project management.
  • Experience with the Adobe Suite is preferred.

This is a professional fisheries position for the Port Gamble SKlallam Tribe (PGST) that will provide technical support towards shellfish management and research activities. The job is located on the Port Gamble SKlallam Tribes reservation near Kingston, Washington with field work occurring primarily in Hood Canal and the Strait of Juan de Fuca. Overall responsibilities include harvest planning, habitat assessment and enhancement, applying aquaculture technology and conducting research into the population dynamics and ecology of select shellfish species. Under the supervision of the Shellfish Manager, and with appropriate policy input, the Shellfish Biologist II will apply sound biological principles to the management of shellfish populations in PGSTs usual and accustomed fishing area by collecting and analyzing biological data; monitoring, evaluating and reporting harvest; representing PGST on technical and policy committees; collaborating on marine research and restoration activities with outside agencies; and identifying, planning, implementing, and evaluating shellfish activities that are consistent with the Tribes resources management goals.

Specific Duties Include:

  • Shellfish Harvest Management: Access and analyze shellfish population data, review management options in consultation with other biologists, and make recommendations to the Shellfish Manager regarding management options, harvest schedules, and proposed regulations. Work with the Natural Resources staff to notify fishermen of regulations, schedules, and in-season adjustments. Monitor and evaluate harvest activities to ensure that harvest proceeds in an orderly and structured manner and that harvest levels are consistent with resource conservation and negotiated agreements. Work with PGST fisheries enforcement personnel to identify enforcement needs and address problems. Prepare technical reports and oversee the entry and dissemination of catch and biological data, as well as assist in the reconciliation of ticket and catch accounting databases.
  • Interagency and Public Coordination: Serve as liaison to other tribal, state, and federal fisheries officials to represent PGST in technical issues affecting shellfish and marine and coastal habitats in PGSTs usual and accustomed fishing area. Maintain current information on scientific, technical, and policy developments affecting tribal shellfish issues. Coordinate with shellfish companies to implement treaty harvest rights on leased tidelands, including preparing and executing harvest plans and ensuring compliance with harvest plan provisions. Work with private tideland owners to implement treaty harvest rights, including scheduling surveys, planning harvests, notifying landowners, and reporting harvest numbers. Provide Vibrio control training to tribal harvesters.
  • Field Operations: Perform shellfish habitat and population surveys for both intertidal and subtidal species, collect and analyze water, shellfish, and phytoplankton samples, and assist with shellfish seeding and enhancement projects. Design and conduct research to evaluate recruitment, sustainability of harvest rates, feasibility of new enhancement projects, and success of past enhancement projects. Maintain vessels assigned for shellfish field operations and purchase and maintain field equipment as needed.
  • Supervision: This position is directly responsible for the periodic supervision of a shellfish technician/monitor. Supervisory responsibilities shall include arranging for monitors for tribal shellfish harvests, direct oversight and training of field technicians, evaluation of work completed, and communication of PGST policies and workplace expectations.
  • Perform additional duties as assigned.

Qualifications:

  • Education/Experience: Must have a bachelors degree in biological sciences or related field and two years of professional experience in fisheries research/management. A Masters degree may be substituted for two-years experience in fisheries research/management.
  • Licensing/Certification: Valid Washington State drivers license. Valid Washington State Boater Education Card required within three months of starting date
  • Personal Computer Skills: Must have moderate to advanced experience with databases (ACCESS), advanced word processing (Word) and spreadsheet capabilities (Excel), as well as GIS software experience.
  • Other Important Skills:
  • PADI Open Water Diver certification desirable.
  • Must demonstrate ability to take initiative and work independently on projects.
  • Familiarity with tribal fisheries programs in the Pacific Northwest desirable.
  • Experience operating/towing small boats (up to 30 feet) preferred.
  • Must have accurate and well-organized record keeping abilities.
  • Must comply with the Tribes Substance Abuse and Personnel Policies.

Research Technician I – Metzger Lab, Pacific NW Research Institute (Seattle, WA)

Pacific Northwest Research Institute (PNRI) is seeking a Research Technician I for our Metzger Lab who will focus on understanding the spread and evolution of a bivalve transmissible cancer. We are seeking a candidate who will be responsible for DNA extraction, qPCR, tissue culture, plasmid purification, maintenance of clams, clam experiments, and other lab duties. This collaborative, hands-on role is aligned to PNRI’s mission to discover new pathways for diagnosing, treating, and preventing disease.

You will help to maintain the live bivalve facility, aid in field work and perform computational sequence analysis. Don’t have field work or computational sequence analysis experience? No worries!  You will gain it here as part of your career path in the Metzger Lab. You will prepare genomic and plasmid DNA, and may assist with various lab projects, including growth and transfection of vibrio cholera under BSL2 conditions.

The successful candidate will be able to work independently and carry out scientific techniques, procedures and research related to research goals of the Principal Investigator. Effective PNRI Research Technicians have at least one year of first-hand experience with laboratory research including tissue culture, DNA and RNA extraction, qPCR, and bioinformatics computational experience.
